Implementation & Review

Overview

Implementation & Review defines how the Standards Library is put into practice, maintained, and kept current across shelters, rescues, fosters, and partner organizations. This section establishes the systems that ensure the standards are not only adopted but consistently applied, documented, and evaluated over time. It provides the governance layer that keeps the Standards Library active, relevant, and audit‑ready.

Summary of This Standard

This standard outlines the processes required to implement the Foundation’s humane framework and maintain it through structured review cycles. It ensures that organizations understand how to activate the standards, train staff and volunteers, monitor compliance, and update practices as new information emerges. Core components include:

  • Implementation framework — the steps required to introduce and operationalize the standards across an organization.

  • Training & onboarding — ensuring all caregivers understand and can apply the standards consistently.

  • Compliance monitoring — observing, documenting, and supporting adherence to humane practices.

  • Annual review & version control — updating the Standards Library through a controlled, transparent process.

  • Documentation expectations — maintaining clear, objective records that support accountability and continuous improvement.

This standard ensures that the Standards Library remains a living, evolving resource rather than a static document.

Key Themes

  • Structured implementation — rolling out the standards through predictable, organized steps.

  • Training as a requirement — ensuring all staff, volunteers, and fosters receive consistent instruction.

  • Ongoing monitoring — using observations and documentation to maintain humane practice.

  • Controlled updates — revising standards through a formal, versioned process.

  • Organizational alignment — ensuring all departments and caregivers follow the same humane framework.
